2. MINUTES
The Minutes of the previous meeting of the Parish Council on the 17th November 2015 having been circulated were approved by the Meeting and signed by the Chairman.
3. DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting.
4. A REPORT FROM CLLR BENDYSHE-BROWN (BCC) ON MATTERS CONCERNING LONGWICK-CUM-ILMER PARISH COUNCIL
Cllr Bill Bendyshe-Brown gave a report on the following:-
The Bucks County Council budgets for 2016/17. The Risborough Area Action Plan. The clearance of fly-tipping in the Thame Road lay-by.
5. MATTERS ARISING NOT OTHERWISE ON THE AGENDA
Cllr Bill Bendyshe-(BCC) has confirmed that he will be applying for funding for the Vehicle Activation Sign in next year's Local Priorities Budget from the Local Area Forum.
Cllr Ian Walker has met with a tree surgeon to discuss the work required as highlighted in the Tree Survey.

Receipts: nil.
Bank Balance £21,919.17 (allowing for the above cheques). The income for November and the expenditure for December was examined by the Council. All present agreed that the necessary cheques be signed. The Clerk presented the accounts together with the bank statements and bank reconciliation for the members' consideration together with a copy of all standing orders and direct debits made from the Parish Council account. All present agreed that the accounts were being handled in a satisfactory manner and the monies were all accounted for.
7. CAPITAL ITEMS AND COMMUNITY FACILITIES
A. Playing Field
There were no medium or high risk issues highlighted in the Risk Inspection Report for November 2015.
B. Children's play area
There were no medium or high risk issues highlighted in the Risk Inspection Report for November 2015.
8. ROADS, VERGES AND RIGHTS OF WAY
Cllr Jane Rogers reported that a Fire Engine was called to a fire in a field under multiple ownership at Asket Lane/Icknield Way on the 11th December 2015. The Clerk and members are requested to complete a WDC Planning Enforcement Complaints Form via the website.
The Clerk is requested to contact the Local Area Technician at Transport for Bucks to report that the large white directional signs still need cleaning.
9. CORRESPONDENCE
A letter has been received from Lloyds Bank regarding the Financial Services Compensation Scheme. With effect from 1st January 2016 the Scheme limit will change from £85000 to £75000. Noted.
An email has been received from Wycombe District Council regarding the Wycombe District Local Plans Princes Risborough Town Plan Regulation 18 Consultation. The Parish Council is invited to submit any comments on what it thinks the new Princes Risborough Town Plan should contain, as part of the statutory consultation stage (Regulation 18 Consultation). WDC would like the Longwick-cum-Ilmer Parish Council to inform WDC of any strategic issues that the Parish Council believe WDC should be considering in preparing the New Local Plan and more generally any issues that the Princes Risborough Town Plan should be addressing. All present agreed for The Clerk to submit the following comments:- a woodland boundary to be created at the perimeter around the whole development for the benefit of wildlife and the view to residents; there are concerns that the suggested route for the ring road will cause an increase in traffic on the B4009 diverting traffic through Longwick village and surrounding minor lanes, the preferred option for the Parish Council is for a new road through the development to reduce the impact of passing traffic.
An email has been received from Bucks County Council regarding the draft Local Transport Plan. The Plan is a blueprint for travel in Buckinghamshire in the future, covering all types of transport and looking ahead to 2036. It sets out how transport can play a vital part in realising the County Council's vision to make Buckinghamshire a great place to live and work. It will be supported by more detailed documents, which provide further policy and guidance. Some have already been produced and some are yet to be developed. BCC urge everyone to have a say, and to share this through the networks. There is more information at https://democracy.buckscc.gov.uk/mgConsultationDisplay.aspx?ID=1117 where there is a link to the consultation survey. Noted.
An email has been received from Tesco Local Community Grants. A new grants programme is being delivered to fund projects on green and open spaces. The types of project they can fund are parks, pocket parks and urban green spaces; green corridors – river and canals, cycle ways; formal and informal play areas and many more. Projects will still need to benefit the community and be free to access. All present agreed for the Clerk to apply for funding to update the Playground Equipment in the playing field.
10. REPORT FROM THE STEERING GROUP ON THE NEIGHBOURHOOD PLAN
Cllr Brian Richard raised the issue of apparent flooding in the village. Cllr Val McPherson confirmed that she was liaising with the residents to draw some information together and would also contact Thames Water.
A draft of the Longwick-cum-Ilmer Neighbourhood Plan has been submitted for examination. Cllr Brian Richards proposed that the Parish Council requests that the Steering Group meet to recommend the courses of action to inform the residents following the Examiners Report.
11. TRAFFIC CONGESTION IN THE LOCALITY OF THE PLAYING FIELD
Cllr Ian Walker informed the members that parents of school children are parking in the Village Hall car park causing an inconvenience to local residents and he is concerned that there will be an accident.
Cllr Jane Rogers proposed to ask the police to visit The Green at the relevant times due to the amount of traffic causing a nuisance. Seconded by Cllr Sally Whitworth. All present agreed. The Clerk is requested to contact the police.
Cllr Graham Walters proposed to contact the Highways Traffic Management team at Bucks County Council to request they also make a site visit and suggest a long term solution. Seconded by Cllr Val McPherson. All present agreed. The Clerk is requested to contact Bucks County Cllr B Bendyshe-Brown.
12. UPDATE ON THE PRINCES RISBOROUGH LOCAL PLAN STEERING GROUP
Cllr Rolf van Apeldoorn presented a report from the Princes Risborough Local Plan. Please see link on Princes Risborough Town Council website www.princesrisborough.com
13. START TIME OF THE PARISH COUNCIL MEETINGS IN 2016
Cllr Val McPherson proposed starting the meetings at 7.30pm with effect from the 19th January 2016. Seconded by Cllr Sally Whitworth. All present agreed.
14. PLANNING APPLICATIONS
To consider New Planning Applications:
- 15/08144/FUL: 5 Meadow Drive, Longwick. Householder application for raising of roof, construction of 3 x front and 3 x rear dormer windows in connection with first floor living accommodation and associated alterations. The Parish Council has no objection.
- 15/08269/CLE: Saddleback Barn, Chadwell Hill Farm, Lower Icknield Way, Longwick. Certificate of Lawfulness existing for retention of access track with surface materials. Noted.
- 15/08392/FUL: Meadle Cottage, Meadle Village Road, Meadle. Householder application for demolition of rear single storey and part two storey section and reconstruction of single storey rear extension, creation of dormer window opening at rear, repair and reinstatement of oak frame, internal alteration to enlarge family bathroom and insert wc to form en suite bathroom. All present agreed for Cllrs Sally Whitworth and Brian Richards to make a site visit and report back to the other members to agree on a response.

- 15/08433/TPO: Upper Manor Farm, Ilmer Lane, Ilmer. Fell Weeping Willow (T1 on TPO/T2 on Arb Report). The Parish Council will abide by the decision of the Arboriculturalist.
Notice of Planning Applications Approved:
- 15/07736/CLE: OS Parcel 1659, Stockwell Lane, Meadle. Certificate of Lawfulness for the continued use of the area shaded green as a yard falling under Class B8 of the Town and Country Planning (Use Classes) Order 1987 (as amended) for the storage of items and materials for off-site use by landscaping businesses for landscaping and landscape maintenance purposes; the occasional painting of fence materials on the yard before they are taken to customer premises, and the visitation and parking of vehicles for occasional transportation of stored goods at the yard to customer premises for landscaping jobs or for the collection of unwanted materials stored on the yard for disposal off-site; the siting of an 8ft by 42ft storage container (on the area shaded orange) used for the ancillary storage of items, and the construction of a post and rail fence around the perimeter of the yard area and the laying of a concrete slab measuring approximately 7.5m x 2m in the yard area. - 15/07846/FUL: 1 Williams Way, Longwick. Householder application for construction of part two storey side/rear, part single storey rear extension. Application Permitted.
- 15/07916/FUL: 4 Bell Crescent, Longwick. Householder application for removal of existing window and insertion of reduced size replacement window to front elevation. Application Permitted.
- 15/07958/CLP: 5 Orchard Close, Longwick. Certificate of Lawfulness for proposed construction of single storey rear extension with roof lights over. Decision: Grant Certificate of Proposed Use.
