No apologies were received.

2. MINUTES

The Minutes of the previous meeting of the Parish Council on the 20th October 2015 having been circulated were approved by the Meeting and signed by the Chairman.

3. DECLARATIONS OF INTEREST

Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting. Cllrs Jane Rogers and Ian Walker declared an interest in Agenda item Number 10.

4. A REPORT FROM CLLR BENDYSHE-BROWN (BCC) ON MATTERS CONCERNING LONGWICK-CUM-ILMER PARISH COUNCIL

Cllr Bill Bendyshe-Brown gave a report on the following:-

The Bucks County Council budgets for 2016/17. The status of the Highways project for this financial year. Work that has been scheduled for the winter programme. The gritting programme is in place. The clearance of fly-tipping in the Thame Road lay-by. The HS2 petition to the House of Commons Select Committee concerning possible damage caused by construction traffic.

Receipts: nil.

Bank Balance £23,471.78 (allowing for the above cheques). The income for October and the expenditure for November was examined by the Council. All present agreed that the necessary cheques be signed. The Clerk presented the accounts together with the bank statements and bank reconciliation for the members' consideration together with a copy of all standing orders and direct debits made from the Parish Council account. All present agreed that the accounts were being handled in a satisfactory manner and the monies were all accounted for.

7. CAPITAL ITEMS AND COMMUNITY FACILITIES

A. Playing Field

There were no medium or high risk issues highlighted in the Risk Inspection Report for October 2015. The Clerk informed the members that there is one more grass cut to be made.

B. Children's play area

There were no medium or high risk issues highlighted in the Risk Inspection Report for October 2015.

8. ROADS, VERGES AND RIGHTS OF WAY

Cllr Jane Rogers has reported the weight restriction sign on Bar Lane Longwick is facing the wrong way – Reference Number 40006654.

The Clerk is requested to report the following issues to the relevant authorities:-

The Thame Road lay-bye has a new heap of rubbish. The recycling bins appear to be full and there is a large heap of cardboard and full black plastic bags next to the wastepaper bin.

Report again the hedges to be cut in the Thame Road lay by to aid visibility.

Two 40mph signs at the junction of Kimblewick Road and Stockwell Lane and two 40mph signs in Stockwell Lane at Little Meadle need cleaning.

The directional sign on Lower Icknield Way by the railway bridge needs attention.

Fly tipping at the Longwick Mill lay by.

Vegetation needs cutting back at the Longwick Mill lay by.

9. CORRESPONDENCE

An email has been received from the Local Area Forum regarding the Local Priorities Budget Application Form. The Clerk is requested to liaise with Cllr Bill Bendyshe-Brown concerning the completion of the application form for a VAS.

A letter has been received from a resident of Bungay Suffolk. The letter requests any information regarding the location of army searchlight sites around the Longwick Parish. Cllr Sally Whitworth has offered to respond.

An invitation has been received from The Youth Voice Community Event. The Youth Voice Community Project is coming to a close and a celebration is to take place on Monday 7th December from 4 – 6pm at The Coach House Green Park Activity Centre Aston Clinton. Noted.

The Financial Statement from the Princes Risborough Charity has been received. A report from the Clerk of The Princes Risborough Charity to the Trustees for the year ended 31 December 2014 has been received. The Clerk explained that these were not received in time for the Annual Parish Meeting this year for the residents to inspect but are now available for inspection in the Council office. It was noted that there was a lack of a waiting list for allotments and that these will now be advertised. Noted.

A letter has been received from the Citizens Advice Bureau. The CAB is requesting a donation to help continue to provide advice services from their office in Thame Oxon. The Clerk is requested to reply that the Parish Council is unable to make a donation.

An email has been received from Bucks County Council regarding Clean for the Queen. In the run up to The Queen's 90th birthday on 21 April 2016, Keep Britain Tidy aim to inspire a million people to take action and enjoy a few hours together litter-picking to make the places where we live more beautiful. There will be 'Clean for The Queen' litter blitzes throughout the UK in January, February and March, and the most monumental of all litter clear-ups from Friday 4 to Sunday 6 March 2016. All present agreed for Cllr Jane Rogers to prepare a list of organisations to contact. The Clerk is requested to reply expressing an interest.

10. DONATION TO THE VILLAGE HALL DEFIBRILLATOR

Cllrs Jane Roger and Ian Walker declared an interest and took no further part in the discussion. The Village Hall Committee had enquired when they might expect the donation. All present agreed to make the donation to the Village Hall for the defibrillator in April 2016.

11. THE PARISH COUNCIL MEETING DATES FOR 2016

Cllr Ian Walker proposed to hold an additional meeting in August during the summer recess. Seconded by Cllr Rolf van Apeldoorn. A vote was taken. There were 2 votes for the proposal and 5 against, therefore the motion was not carried.

12. UPDATE ON THE PRINCES RISBOROUGH LOCAL PLAN STEERING GROUP

To receive a report from the Steering Group for the Neighbourhood Plan. To discuss and decide on action to be taken on traffic congestion in the locality of the playing field (Cllr Ian Walker).

The next meeting of the Parish Council will take place on Tuesday 15th December 2015 in Longwick Village Hall at 7.45 pm. There being no further business to discuss the Meeting closed at 9pm.
