APOLOGIES FOR ABSENCE

2/ MINUTES
The Minutes of the previous meetings of the Parish Council, having been circulated were approved by the Meeting and signed by the Chairman.
3/ DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting.
Cllrs Mrs P Priestley declared an interest in agenda item 15 - Planning Applications
4/ MATTERS ARISING NOT OTHERWISE ON THE AGENDA
a) Extending the existing skateboard facilities
The Clerk informed the members that WDC were unable to help on this occasion and that it would be more beneficial for the Parish Council to obtain quotations direct from the supplier. The Clerk has requested three quotations for an additional concrete half pipe.
b) Walnut Tree Lane footpath extension
Cllr G Harper has spoken to the resident as agreed in the last meeting and was informed that there was a delay due to drainage being installed. Cllr Harper was assured that the work would be completed before the winter.
5/ FINANCE
Accounts for Payment
Cheque no. 325 Manor Estates - Grass cutting July 2009 £331.14 + VAT £49.67 = £380.81

Interest 0.01p
Bank Balance £ 12,739.96 (following for the above entries)
The income and expenditure for August was examined by the Council. All present agreed that the necessary cheque be signed.
The Clerk presented the accounts together with the bank statements and bank reconciliation for the members' consideration. All present agreed that the accounts were being handled in a satisfactory manner and that the monies were all accounted for.
6/CAPITAL ITEMS AND COMMUNITY FACILITIES
A. Playing Field
Cllr G Harper suggested that the Parish Council should start the preparation for the Estimates meeting in November by obtaining quotations for new pieces of play equipment that might be considered for the coming financial year. All present agreed. The Clerk is requested to obtain 3 quotations for a Zip Wire and also a replacement Climbing Frame for the children's play area. SG
B. Children's Play Area
The part to repair the elephant springer is now quite rare, but Safe and Sound will be able to get hold of it. However, it will take a couple weeks to source and receive.
7/ ROADS, VERGES AND RIGHTS OF WAY
The Clerk is requested to raise the following concerns with the relevant local authority: - SG
A big fir tree dumped on Bridlepath 14
Cllr G Harper noted that the damaged road sign on the Lower Icknield Way by the garage previously reported under Reference number 246238 still needs to be repaired.
The black and white post with reflectors outside Restawhile, Owlswick previously reported on 21/06/2009 still needs to be straightened.
Two black and white posts with reflectors in Ilmer Lane approx 300yards from the Thame Road by the brook need to be repaired as it is a lethal stretch of road when it is icy.
8/ CORRESPONDENCE:

A request for the use of the Playing Field next year to erect a small marquee for a wedding reception being held in the Village Hall. All present agreed providing that the resident contacts the Sports Club to liaise concerning cricket fixtures.

Nothing to report. - The next meeting is on September 3rd
Neighbourhood Action Group
PCSO Lisa Roberts sent her apologies for not being able to attend the Parish meeting due to staff shortages because of the holiday period. The police have been running a successful Speedwatch campaign in the Longwick –cum-Ilmer Parish. Eight motorists have been caught speeding.
PCSO Roberts sent a short crime report stating that there had been 7 crimes in the parish since the first of July; Six concerning non payment at the petrol station and one domestic situation.
PC M Logan has joined the Neighbourhood team replacing PC A Ralph.
The top three priorities of the Outer Risborough N.A.G are speeding, parking and anti-social behaviour.
Newsletter
Cllr Mrs V McPherson has been contacting various organisations and long term residents for articles for the next newsletter. The deadline for receiving theses articles is the 17th September 2009.
Cllr Mrs V McPherson informed the members that the existing printer the newsletter had been using was retiring in August and that she had recommended a replacement printer. Cllr Mrs V McPherson had obtained a quotation from the new printer of £295.00 for 600 copies. All present agreed to accept this quotation. VM
10/ A REPORT FROM THE WEBSITE WORKING GROUP
Cllrs Mrs J Rogers and Mrs V McPherson confirmed that the website is now up and running. The Clerk is requested to obtain the number of hits on the website.
Cllr C Harper requested that the appreciation of the Parish Council for the hard work of councillors Mrs J Rogers and Mrs V McPherson is recorded.
11/ CONFIRMATION OF THE CLERKS DECLARATION OF EARNINGS FOR 2008/2009 IN ORDER THAT THE COUNCIL DOES NOT FACE A POTENTIAL SURCHARGE BY HMRC IN THE EVENT THAT THE EARNINGS WERE NOT DECLARED
To be deferred until the next meeting.
12/ ADOPTION OF A DEED OF DEDICATION TO PROTECT THE RECREATIONAL GROUND WITHIN THE VILLAGE
All present agreed not to adopt a deed of dedication at the present time, but that it should be reviewed in the future if the present circumstances changed.
A RESPONSE TO THE WYCOMBE DISTRICT COUNCIL IMAGINE THE FUTURE 5 - THE CONSULTATION ON DELIVERY AND SITE ALLOCATIONS DEVELOPMENT PLAN DOCUMENT.
The Clerk is requested to formulate a response objecting to the proposed development north of Longwick and the Park Mill Farm development. The members are unhappy with any development that would blur the separation of Longwick from Princes Risborough. SG
14/ THE PARISH RECORDS TO BE ARCHIVED
Cllrs G Harper and Mrs J Rogers informed the members that the following records have been archived at the County Hall.

Cllr Mrs. J Rogers requested that the Parish Council note Alan Bairstowes contribution by sending a letter thanking him for his help with the website and for the donation of the DVD. All present agreed. SG
Cllrs G Harper and Mrs J Rogers were thanked for their hard work in sorting through the records and preparing them for archiving.
The Clerk is requested to check the deeds of the Playing Field to establish if it is the property of the Parish Council or held in trust by the Parish Council. SG

15/. PLANNING APPLICATIONS
A/ Progress on applications already considered:
09/06174/FUL: Total Service Station Thame Road Longwick. Installation of a free standing ATM and anti ram bollards. APPLICATION PERMITTED
09/06046/FUL: Address: Land Adjacent Hazel Trees Lower Icknield Way Longwick Proposal: Erection of 1 x 2 bed chalet bungalow and detached garage (alternative scheme to pp 07/06603/FUL) APPLICATION PERMITTED
B/ New Applications to be considered
09/06533/FUL: Horsenden Manor Horsenden Lane Princes Risborough. Erection of storage building to house equipment and machinery. The Parish Council has no objections.
09/06518/FUL: Land Off Stockwell Lane Little Meadle. Creation of new access and erection of 6 bar metal field gate & post and rail fencing. The Parish Council recommends that the application is refused on the grounds that there is a lack of vision to the right when exiting the field from this point. If the planning department is minded to approve the application, the Parish Council request that the following conditions are place on the approval.
That the original gateway is blocked and suitable hedging is used to replace it.
09/06547/LBC: The Corn Barn Longwick Mill Lower Icknield Way Longwick Listed building consent for the construction of a single storey side extension. The Parish Council will give a response after a site meeting.
09/06546/FUL: The Corn Barn Longwick Mill Lower Icknield Way Longwick .Householder application for the construction of a single storey side extension. The Parish Council will give a response after a site meeting.
15/. AGENDA ITEMS FOR THE NEXT MEETING.
To receive confirmation of the Clerks declaration of earnings for 2008/2009 in order that the council does not face a potential surcharge by HMRC in the event that the earnings were not declared.
16/ NEXT MEETING
The next meeting of the Parish Council will take place on Tuesday 15th September 2009 in Longwick Village Hall.
