2/ MINUTES
The Minutes of the previous meetings of the Parish Council, having been circulated were approved by the Meeting and signed by the Chairman.
3/ DECLARATIONS OF INTEREST
Members were asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting. Cllrs Mrs P Priestley and G O'Neill declared an interest in item 11, Planning Applications.
4/ MATTERS ARISING NOT OTHERWISE ON THE AGENDA
The Clerk has contacted the company providing the memorial seat to ascertain the delivery date and has been told that it will be delivered within the next two weeks.
The Clerk has contacted B.C.C. Highways Dept to raise the following concern: the road sign on the Lower Icknield Way by the garage has been damaged – reference number 246238.

Receipts: HMRC – VAT Refund £2,059.89.
Bank Balance £13,739.81 (allowing for the above entries). The income and expenditure for June was examined by the Council. All present agreed that the necessary cheques be signed.
6/ CAPITAL ITEMS AND COMMUNITY FACILITIES
Playing Field – Cllr G Harper was pleased to report that he had received compliments from residents on the quality of the Playing Field and has passed these compliments on to Manor Estates Ltd.
Children's Play Area – Cllr G Harper informed the members that the new Froggo litter bin has been installed in the Children's Play Area, much to the delight of the children and parents. The safety surface under the swings, highlighted in the Risk Inspection Report, has now been repaired.
7/ ROADS, VERGES AND RIGHTS OF WAY
The Clerk is requested to raise the following concerns with the relevant local authority:
- Cllr G Harper noted that the damaged road sign on the Lower Icknield Way by the garage, previously reported under reference number 246238, still needs to be repaired.
- The black and white post with reflectors outside Restawhile, Owlswick HP27 9RH needs to be straightened.
Cllr G Harper informed the members that he had spoken to the farmer who has offered to extend the footpath in Walnut Tree Lane and that the work will commence within the next couple of weeks.
8/ CORRESPONDENCE
To be discussed:
- Letter from WDC re: Imagine the Future 5 – The Consultation on Delivery and Site Allocations Development Plan Document. From 16 June, Wycombe District Council will be asking local residents to have their say on how it can deliver the overall strategy for the district including housing delivery, town centre regeneration, green infrastructure and transport improvements. Through a newsletter, consultation document and at a number of events, residents will have the opportunity to look at the major sites where development is expected to take place in the future — including for housing and jobs — as well as the plans in place for the continued protection of rural and 'green' areas in the district. A number of public events are being held across the district; details will be posted on the notice board.
- An invitation to the 'Creating a Sustainable Wycombe 2026' Conference on Tuesday 7 July 2009 – noted.
- A copy of the proposed submission Core Strategy for the Aylesbury Vale District Council – noted.
- Letter from BCC regarding a Local Community or Prioritisation Plan for Princes Risborough. All present agreed on the response to be sent.

9/ REPORTS
- School Governors: Cllr G O'Neill informed the members that the school is still in need of a Community Governor and is preparing for an Ofsted inspection in the autumn.
- Local Community Partnership: Cllr Mrs P Priestley informed the members that a Working Group has been established to make the L.C.P. more meaningful. The next meeting is scheduled for September 2009.
- WDALC: nothing to report.
- Neighbourhood Action Group: Cllr Mrs V McPherson informed the members that a Community Speedwatch exercise had taken place on the 9th June 2009 and that four motorists had been recorded.
- Newsletter: nothing to report.
10/ A REPORT FROM THE WEBSITE WORKING GROUP
Cllrs Mrs J Rogers and Mrs V McPherson presented the members with a draft of the website pages. The members were requested to consider if any amendments were required and to advise Cllr Mrs V McPherson within the next two days. The members thanked Cllrs Mrs J Rogers and Mrs V McPherson for their hard work in creating the website.
Cllrs Mrs P Priestley and G O'Neill left the meeting.
11/ PLANNING APPLICATIONS
Progress on applications already considered:
- 09/05583/FUL: Brook Cottage, Horsenden Lane, Princes Risborough. Construction of single storey side extension. Permitted.
- 09/05576/FUL: 5 The Green, Longwick. Erection of single storey conservatory to rear. Permitted.
New Applications to be considered:
- 09/06046/FUL: Land Adjacent Hazel Trees, Lower Icknield Way, Longwick. Erection of 1 x 2 bed chalet bungalow and detached garage (alternative scheme to pp 07/06603/FUL). The Parish Council has no objections.
- 09/05790/FUL: Land at Hemley Hill, Upper Icknield Way, Saunderton. Amended plans for the (part retrospective) application for the change of use of land to include the stationing of caravans for 9 gypsy pitches with utility/day room buildings and hard-standing ancillary to that use. The Parish Council abides by its original decision to recommend that the application is refused. The land is near the parish boundary and the members oppose the application as it is the opinion of the Parish Council that the proposed development would result in an unsatisfactory and inappropriate form of development out of keeping with the character of the surrounding area. The development would have an adverse impact upon the special character, appearance and enjoyment of the Chilterns AONB and would result in the loss of open space that would detract from the openness of the Green Belt.
Alleged Breach of Planning Permission: a member of the public has reported apparent 'unlawful' use of a building known as the Stables, just within the Longwick Parish boundary on Mill Lane. When the application was approved, it was made clear that the building was for horses only, and not to be used for human habitation. Over the last few months, a mailbox and a nameplate have appeared on the gate in Mill Lane and cars have been parked on the far side of the building, partially out of sight from passers by. The Parish Council has not seen any subsequent applications for a cancellation of conditions imposed on the applicant in respect of its use. The Clerk is requested to contact the Enforcement Officer.

The next meeting of the Parish Council will take place on Tuesday 21st July 2009 in Longwick Village Hall. There being no further business to discuss the Meeting closed at 9.30pm.
